is there any really free voip to phone calling software, i wanna make and recieve calls from pc to phone. or if there is not any free voip, how about if i have a modem and a headset is there any software that will let me call and answer the phone thru my computer

No. There is very well priced ones though (you need broadband internet).
Skype is the closest-to-free available. You can pay something like $6.00 for 3 months.
